The government’s food stamp program isn’t the first place you’d expect to find a subtle nod to marijuana’s medicinal value, especially since the feds view the drug as contraband.
But a little-known practice by Oregon social service officials — allowing certain food stamp applicants to deduct medical marijuana costs from their income when qualifying for benefits — is welcomed by pot advocates. They say the medical deduction sends a quiet yet important message about the drug’s medicinal status and value.

New Jersey Assembly Passes Marijuana Decriminalization Bill

The New Jersey General Assembly voted Monday night to approve a marijuana decriminalization bill, Assembly Bill 1465 , even after Gov. Chris Christie (R) threatened to veto it . The measure passed on a vote of 44-30, not quite enough votes to override a veto unless a current “no” vote switches over to the other side.
Under current state law, possession of 15 grams of marijuana is a misdemeanor punishable by up to six months in jail and a $1000 fine. AB 1465 would make small-time possession a civil offense punishably only by a $150 fine for a first offense and a $200 fine for subsequent offenses.
The bill now awaits action in the Senate. The entire legislature typically takes a summer break in July and August, but the bill could move before then.

Court ruling overturned
The California 2nd District Court of Appeal ruled Monday that medical marijuana dispensaries are legal under state law and cannot be banned by local municipalities.
A state appeals court has affirmed the legality of medical marijuana dispensaries under California law and rejected bans imposed by municipalities.
A three-justice panel of the 2nd District Court of Appeal ruled Monday that Los Angeles County’s ban on medical marijuana is “preempted” by state law. The decision reverses a preliminary injunction granted to the county by Los Angeles Superior Court Judge Ann Jones in May 2011.
“Los Angeles County’s total, per se nuisance ban against medical marijuana dispensaries directly contradicts the Legislature’s intent,” Justice Robert Mallano wrote in the 19-page unanimous decision.

Recent clinical trials with smoked and vaporized marijuana, as well as other botanical extracts indicate the likelihood that the cannabinoids can be useful in the management of neuropathic pain, spasticity due to multiple sclerosis, and possibly other indications. As with all medications, benefits and risks need to be weighed in recommending cannabis to patients. We present an algorithm that may be useful to physicians in determining whether cannabis might be recommended as a treatment in jurisdictions where such use is permitted.

Hopkinsville Could Become Home of Hemp Museum

HOPKINSVILLE, Ky. (AP) — A private collection of equipment and memorabilia devoted to industrial hemp could someday be housed in a museum in Hopkinsville.
The president of the Kentucky Hemp Museum tells WKMS in Murray (http://bit.ly/Ndvys7 ) that she hopes to bring the collection to the Jackson Purchase from its current home in Lexington.

Most Canadians firmly in favour of decriminalizing marijuana: poll

OTTAWA — Two-thirds of Canadians think the law should be changed so that people caught with small amounts of marijuana no longer face criminal penalties or fines, a new poll has found.
The nationwide survey for Postmedia News and Global TV, which examined the state of Canadian values, revealed that the public is distinctly offside with the Harper government on the issue.
Earlier this spring, Prime Minister Stephen Harper attended a summit of leaders from the Americas, where some called for a major review of the so-called “war on drugs,” and perhaps even the decriminalization of some drug use. Also this year, Liberals at a policy conference passed a resolution endorsing the legalization of marijuana.
That came after similar calls last year from a Global Commission on Drug Policy, which numbers former presidents of Colombia and Mexico, former United States secretary of state George Schultz and former United Nations Secretary General Kofi Annan among its members. That group also urged nations to consider “experimentation” with “legal regulation of drugs” such as marijuana “to undermine the power of organized crime and safeguard the health and security of their citizens.”

Sebastopol City Council candidate Jacob looks to make history

Robert Jacob, founder and executive director of two medical marijuana dispensaries, is running for the City Council in Sebastopol, where a pot business hardly raises an eyebrow.
“It will be a great plus,” said Jacob. “It is a testament to my ability to be a community builder and take a leadership role.”
And if Jacob, who runs Peace In Medicine, is elected, it may be a first in California for someone making a living in medical marijuana.

Michelle Aldrich: Cancer Free with Cannabis Oil
Michelle thought she was just coming down with the flu, but the chest x-rays revealed much more – pneumonia, and a tumor. On January 12th, 2012, she was diagnosed with lung cancer.
Michelle has been a cannabis activist for over 40 years, so her course of action was certain, cannabis oil.
Michelle is a member of the San Francisco Medical Cannabis Task Force. She is on the Advisory Board for Patients Out of Time and, along with her husband Michael, are recipients of the High Times Lifetime Achievement Award.
